   Mr. SAM JOHNSON of Texas:

   Mr. Speaker, this is not about peace and war; it is about war. That is what is going on over there, and they are not going to stop fighting just because we go in there.

   I wholeheartedly support withholding funds from President Clinton’s Bosnia mission. Although it is a drastic step and ties the President’s hands, I do not feel like we have any other choice. The President has tied our hands, gone against the wishes of the American people, and this is the last best way I know how to show my respect for our American servicemen and women. They are helpless, following orders. But we, we are in a position to stop this terrible mistake before it happens.

   I know how those soldiers are feeling. I was in the military for 29 years, and I recognize that we used to say `Let’s go to war. Let’s go fight that war, it is the only one we have got.’ And that is what some of them are doing. However, I was told by Senator Hutchison that the guys down in Fort Hood did not say that. They said `Why are we going there? Can’t you stop us?’ She said she would try.

   Thirty years ago when I was sent to Vietnam in a similar situation, Vietnam started out as a peace type mission, no defined goal, no exit strategy, no idea whose side we were on, and a created incident to gain support of the Congress. A peacekeeping mission? Come on. Does this not sound just like a carbon copy? I think it is.

   Well, that speach was on the heels of Clinton’s Mogadishu policy of CUT AND RUN! And on the heels of fmr Def.Secy Les Aspin who had to admit he didn’t want to send the Correct equipment…and Now …How many years LATER…BOSNIA IS STILL NOT AT PEACE.

   AMERICA WAS TO SEND ITS TROOPS AS PEACEKEEPERS? GIVE ME A BREAK..SADLY, CLINTON SUBSTITUTED “AMERICAN INSIGNIA” FOR NATO INSIGNIA..America is the only Country that would allow Peace Keepers to Shoot..and after a couple of Clinton Budget cuts..I TOO WOULD BE NERVOUS. Here was an instance where we WERE going to battle to Help Bin Laden..who was also working with the Bosnians..or does anyone remember that little fact also mentined on the floor…we were helping terrorists..in the end Clinton went and there has been no end…can you imagine the UN plan now there …every month a different group RUNS the country and each month a different group attacks those out of power! Of course, in the end this was the war that killed 10,000 Serbs and also took out a Chinese Embassy….word is that they are trying to re formulate things..UN reformulations are Interesting..but haven’t worked thus far! I do not recall any Serbs bombing us…although I do recall Sadaam going there to view a downed Drone..HOW DID THAT GET ON TV? WHERE WERE CLINTON’S SPIES..HE COULD HAVE FINISHED SADAAM AND MILOSOVIC THERE AND THEN..WHERE IS THER CLINTON CIA WHEN YOU NEED THEM?

   BUT IN THE END…”WE ARE STILL THERE”…INSTEAD OF PEACE WE ARE OCCUPYING THAT AREA AS WELL…UNDER THE GUISE OF NATO AND THE UN..ONE UPSETTING THING WAAS THAT OUR MILITARY WAS BEING FORCED TO FLY NATO MARKED AMERICAN PLANES…ONLY UNDER CLINTON!
